The Retail Act 1987 enables non-metropolitan local governments to extend general trading hours beyond the standard arrangements. These extensions require endorsement by the relevant Minister.
In 2010 Council reviewed its 2002 resolution on extended trading hours and resolved that current arrangements would remain in place until any further decision is approved by the Department of Commerce.
State Government is currently reviewing its stance on metropolitan shopping hours and any changes will be communicated promptly by the City.

The year-round general retail shopping arrangements for Mandurah are:

General retail shops in Mandurah currently have access to extended trading hours during the summer season from the first Sunday in December to the last Sunday in April.
During this extended trading period and also during other prescribed school holidays and holiday long weekends throughout the year, the following hours are observed:

All general retail shops must follow these hours unless they hold a certificate from the Department of Commerce declaring they are classified as small or special shops. All restaurants, cafés and take-away food outlets are exempt from any restrictions – i.e. they can trade 7 days a week. Filling station trading hours are completely deregulated in all areas.
A small shop is one owned by up to six people who operate no more than three retail shops and in which no more than 18 people work at any one time. There are no restrictions on the type of product they may choose to sell. Special retail shops are those that provide items for emergency, convenience or recreational supplies, such as pharmacies, garden nurseries, video shops, hardware and home improvement shops.
Small shops can open 24 hours a day if they choose, while special shops can open between 6am and 11.30pm on any day. If you want to trade as a small retail or special shop you must apply for a Certificate. Qualified applications are processed free of charge and quickly by the Department of Commerce (they can be provided to qualified businesses prior to ANZAC weekend) and can be found on their website at:
