What Fees Do I Pay?
All building licence fees are payable on lodgement of plans and specifications.
Building Fees are set by government regulations and are calculated as a percentage of the contract value of the construction. The Council fee on a residential building licence application is 0.35% of 10/11 of the contract value (GST included). For commercial and industrial buildings, the Council fee is 0.2% of 10/11 of the contract value (GST included). A minimum fee of $40.00 applies in both instances.
The most accurate way to calculate the fees is by multiplying the contract value (GST included) by 10, then dividing the answer by 11. This figure is then multiplied by the required percentage ie 0.35% for residential buildings and 0.2% for commercial and industrial buildings. For example, the building fees for a house with a contract value (GST included) of $110 000 would be:
$110 000 x 10 11 = $100 000 x 0.0035 = $350
A Builder's Registration Board (BRB) Fee of $37.00 applies to all building licence applications. Council is purely a collection agent for this fee. Should you have any queries in relation to this fee, please contact the Builder's Registration Board on (08) 9476 1200.
A state government levy, called the Building and Construction Industry Training Fund (BCITF) is payable with any application valued over $20 000. This levy is 0.182% of the construction value (GST included). Council is purely a collection agent for this fee. Should you have any queries in relation to this fee, please contact the BCITF. A kerb/verge bond may need to be paid and subject to no damage being done to the kerb/verge area, is refunded upon completion of the job. The kerb/verge bond is specific to the Mandurah Ocean Marina and other major developments e.g. multi-residential properties.
For example, the application fees for a house with a contract value of $110 000 would be:

A fee applies where an effluent disposal system is to be installed or amended in an unsewered area. (typically, a fee of $130.00 is payable for standard effluent disposal applications. Refer to the application form to install an effluent disposal system).
Application fee for a Park Home is $100 and the fee for an Annexe is $50. No BRB fee applies for these applications.
