How Your Rates Are Spent

Each year the City of Mandurah expenditure is broken down over a series of programmes. In 2006/2007, the City will spend $76 million. The programs are:

GENERAL PURPOSE FUNDING
Cost associated with collection of rates.
GOVERNANCE
Corporate and Elected Member management, policy making, strategic planning.
LAW AND ORDER
Ranger Services - fire prevention/parking, animal control, supervision of local laws.
HEALTH
Supervision of Local and State laws, environmental and food inspections, mosquito control.
WELFARE
Operation of Senior Citizens Centre and assistance to various voluntary services.
COMMUNITY AMENITIES
Rubbish collection and disposal.
RECREATION AND CULTURE
Library, aquatic and recreation centres, cinema, halls and civic centre.  Construction and maintenance of parks and reserves.
TRANSPORT
Construction and maintenance of roads, drainage and footpaths.  Coastal and estuary facilities and canal management.
ECONOMIC SERVICES
Building and development control, marketing and promotion, Mandurah Visitor Centre, Mandurah Ocean Marina, quarry and septage operations.
RESERVES
Transfer to cash-backed reservces for futhur identified expenditure.

Objects and Reasons for 2006/2007 Rates

Minimum Rates:

Council is permitted to set minimum rates so that all properties make a reasonable contribution regardless of how high or low property values.  Commercial and industrial properties make a higher contribution, partly due to the high standard of infrastructure provided and maintained by Council resulting from the higher volumes of people and vehicular traffic.

Property Type:

Rural/Special Rural/Business (Residential - Improved)

The Residential rate is Council’s standard base rate against which other rates are measured.  This is set at the level required to raise the necessary revenue for Council to operate efficiently and provide a diverse range of services.

Residential/Rural/Business (Vacant – Unimproved)

The unimproved land rate in the dollar is approximately 20% higher than the base rate mentioned above.  Council has chosen to levy a higher rate in the dollar on unimproved land in the hope that this will assist to promote the development of properties and recognise the under supply of developer land in Western Australia at present.

Mandurah Ocean Marina

This is levied on all properties within the Mandurah Ocean Marina Outline Development Plan. The purpose of this rate is to ensure that all owners within the precinct contribute to the operating costs of the Marina. This differential rate is currently set at 15% higher than other residential, business and vacant rates.

Specified Area Rates

Port Mandurah Canals

This is levied on all canal frontage properties located within the “Port Mandurah Canals” once handed over to the City by the developer under a Deed of Agreement.  This levy ensures owners make a reasonable contribution toward maintaining and managing the canals in accordance with the Artificial Waterways Policy - Canals and the Core Management Group.

The area has been identified within the Government Gazette published 23 June 1995 as Schedule A in the City of Mandurah (Specified Area) Order No 1 and is commonly known as the “Port Mandurah Canals”.

Waterside Canal Frontage

This is levied on all canal frontage properties located within the “Waterside Canals” for owners to make a reasonable contribution toward maintaining and managing the canals in accordance with the Artificial Waterways Policy - Canals and the Core Management Group. 

The area has been identified within the Government Gazette published 23 June 1995 as Schedule B in the City of Mandurah (Specified Area) Order No. 1 and is commonly known as the “Waterside Canals”.

Waterside Canal Rock Wall

This is levied on all non-battleaxe canal frontage properties located within the “Waterside Canals”. The purpose of this rate is for owners to re-pay the loan taken out on their behalf by Council for the supply and installation of limestone pitching to retaining walls in Waterside Canals.

Waterside Canal Rock Wall - Battleaxe Lots

This is levied on all battleaxe canal frontage properties located within the “Waterside Canals”. The purpose of this rate is for owners to re-pay the loan taken out on their behalf by Council for the supply and installation of limestone pitching to retaining walls in Waterside Canals.

Mandurah Quay

This is levied on all properties within the Mandurah Quay subdivision.  The purpose is to ensure the maintenance of the marina (water body and walls) is levied at a level to cover the life cycle expenses of the marina.
