Public Buildings

Public Buildings include most places where numbers of people assemble or gather for purposes such as civic, theatrical, social, political, religious, educational, entertainment, recreational, sporting or business purposes. These also include outdoor events.

The Health (Public Buildings) Regulations 1992 set standards and requirements for items such as fire fighting equipment, exit signs, exit doors, toilets, maximum accommodation numbers, safety lighting etc.

The City ensures that Public Building constructions or alterations comply with the Health (Public Buildings) Regulations 1992 and are approved prior to construction commencing. At completion of construction the building is assessed by Environmental Health Officers, after compliance is determined a certificate of approval, and maximum accommodation numbers are issued.

These premises are also subject to routine assessments to ensure ongoing compliance with the Regulations and to ensure that no hazards are introduced by inappropriate operating procedures.

If you are intending having a function or event or starting a business that fits the definition of a public building you will need to make application to the City's Environmental Health Services Section. The document Public Buildings Application to Construct, Extend and Electrical Compliance contains the prescribed forms required to be submitted prior to a public building being constructed and/or an event taking place.
