Mandurah North Structure Plan

Council approved the Mandurah North Structure Plan in June 2006 in order to assist in assessment of landowner / developer proposals over the Study Area by ensuring that an overall structure is in place, particularly in regard to the following key principles:

  • Creation of a vibrant retail and community based town centre at Lakelands;
  • Provision of activity node based on regional beach facilities at Madora Bay North;
  • Ensuring transit orientated development opportunities are maximised around the Lakelands rail station
  • Ensuring that key north-south and east-west road linkages are identified and provided;
  • Ensuring the provision of active recreation land adjacent to an identified high school site in Lakelands.

Mandurah East Structure Plan

Council approved the Mandurah East Structure Plan in April 2008, replacing the previously adopted ‘Lakes Road Precinct Plan’, following a review of the content and function of the existing Precinct Plan.

A review of the Lakes Road Precinct Plan revealed the following:

  • A name change was necessary in order to ensure that the plan fulfills its intended function and purpose.
  • Second, the Precinct Plan provided too much detail. As a result, the Structure Plan removed some of the detail shown so that some flexibility can be realised at the time further detailed assessment is undertaken.
  • The draft Structure Plan also seeks to make a clearer distinction between existing and proposed development areas, which under the previous Precinct Plan were difficult to determine.

The Plan has been forwarded to the Western Australian Planning Commission for endorsement as a Local Structure Plan.  The purpose of the Plan is to be used in the assessment of subsequent Outline Development Plans, subdivision and development applications as required by the underlying zoning of the land under Town Planning Scheme No 3.

Lake Clifton Herron Structure Plan

Council has adopted a Structure Plan for the Lake Clifton – Herron area, in accordance with Clause 9.6 of Town Planning Scheme No. 3. 

The Structure Plan has been prepared by the City of Mandurah and Shire of Waroona to provide guidance on the long term planning for the Lake Clifton and Herron localities to achieve the following objectives:

  1. Create a vision for the future development of the Lake Clifton-Herron area that reflects community needs and aspirations;
  2. Address planning, environmental and servicing constraints in an integrated manner;
  3. Ensure that recreation, community and commercial facilities are appropriately located to ensure that the community needs and aspirations are met in a sustainable manner; and
  4. Provide for a robust and integrated local road network and subdivision pattern.

The draft Structure Plan was advertised for public comment during 2004  with the main issues raised in the submissions related to a proposed local road connection between Armstrong Hills/Tuart Grove, the proposed walk trails along the Lake Clifton foreshore; the proposed wildlife corridor and problems with the bus service in the area.

The plan is a guiding framework to development, from a planning and community development perspective, for the Lake Clifton-Herron area and is available below.
