Precinct Plans
The City of Mandurah has prepared a number of precinct plans for designated activity centres and locations. They are prepared to coordinate and integrate land-use development, urban design elements, and infrastructure improvements and transport networks within designated precinct areas.
Precinct plans are prepared and approved under the provisions of the City's Town Planning Scheme No 3, requiring approval by Council and the Western Australian Planning Commission.
As part of the approval process, land within the precinct area is zoned precinct development through an amendment to Town Planning Scheme No 3. The precinct development zone specifes that the precinct plan becomes the land use and planning framework for the location. Generally, a precinct plan includes an indicative development plan and a set of design criteria or precinct text.

Mandurah City Centre Precinct Plan
Council has adopted the final draft Mandurah City Centre Precinct Plan in November 2010 following two versions that were advertised for public comment in September 2008 and July 2010.
The draft precinct plan aims to draw a large amount of documentation into the statutory planning framework that applies over the city centre and seeks to establish land use, building height, setbacks and car parking requirements.
A key modification to the final version of the Precinct Plan is the introduction of the need to undergo a separate design and planning process prior to any considerations of future development over the Mewburn Site.
The plan has been forwarded to the Western Australian Planning Commission for its approval.

Inner Mandurah Precinct Plan
The Inner Mandurah Precinct Plan has been approved by Council in October 2008 and the Western Australian Planning Commission in September 2009.
This precinct plan aims to recognise the potential that the location has in regard to redevelopment and density, given its proximity to Mandurah's city centre, the southern suburbs rail line, regional level retail activity, employment and recreation. The Inner Mandurah Precinct Plan seeks to implement recommendations of the Mandurah Inner Area Strategic Plan relating to zoning, land use and road reservation requirements.
In addition to modifying zoning of land, the precinct plan also introduces specific design criteria, including requirements for built form, shared driveways, minimum densities and building heights.

Mandurah Terrace Precinct Plan
The Mandurah Terrace Precinct Plan was approved by Council in December 2007 and by the Western Australian Planning Commission in July 2009.
This precinct plan, as presented below, is now the land use and planning framework for the location. The Mandurah Terrace Precinct Plan includes an indicative development plan and a set of design criteria. A key component of the design criteria is the Building Heights Plan.
A major part of the precinct plan is to revitalise Mandurah Terrace as a focus for new high quality tourist accommodation and mixed-use development, including commercial nodes at either end of the precinct area.
Halls Head Town Centre Precinct Plan
The Halls Head Town Centre Precinct Plan was approved by Council in January 2009. The plan provides a framework for the future development within the precinct area. It seeks to provide for high quality retail development based on 'main street' principles, with on-street parking, town square (with potential civic building) and associated commercial, service and mixed-use development, being introduced into the statutory planning framework for the area.
The latest version of the precinct plan has been prepared as a Key Principles and Outcomes Plan so that key priorities for any new development within the precinct area are reinforced. The precinct text provides the development assessment tools required by the Town Planning Scheme No 3. This recognises that many detailed design issues will need to be determined as a result of Council's assessment of development and/or subdivision proposals.

Falcon Village Precinct Plan
The Falcon Village Precinct Plan was approved by Council in June 2008 and by the Western Australian Planning Commission in January 2009.
This precinct plan has been prepared to coordinate and integrate land use development, urban design elements, and infrastructure improvements and transport networks within the precinct area to ensure that it can function as a designated district centre.
The vision of the Falcon Village Precinct Plan is to integrate the existing and new retail and community facilities into a single village centre which provides a safe and attractive environment for residents and visitors to shop, meet, recreate and conduct business. This is based on achieving an integrated centre with development that contributes to and reflects a 'village' theme.
