Statutory functions

The Planning Services section receives and assesses applications for new development and land uses.  The town planning process involves the assessment and approval of proposals, which is performed through the:

  • Planning and Development Act 2005
  • Peel Region Scheme
  • Local Government Act 1995
  • Town Planning Scheme No 3

Applications for planning approval get assessed against a variety of documents, including the State Planning Policies and the City's own strategies, structure plans, local planning policies and the Town Planning Scheme No. 3.

Responsibilities

The Planning Services section is responsible for the following applications:

  • Development applications
  • Referral comments for subdivisions and survey-strata applications to the Western Australian Planning Commission
  • Detailed Area Plans
  • Outline Development Plans, Development Guide Plans, Subdivision Guide Plans
  • Precinct Plans
  • Scheme Amendments
  • Annual Home Occupation Permits
  • Zoning enquiries
  • Applications for review to the State Administrative Tribunal.

Strategic functions

The City of Mandurah aims to provide guidance on the long-term planning of the district and its various localities.  This includes the following factors:

  • Ongoing accessibility of Mandurah and the Peel region to the Kwinana Freeway extension and John Forrest Highway and the construction of the Mandurah Entrance Road (Mandjoogoordap Drive) together with a legible and efficient transportation network that has frequent train and bus services
  • Mandurah continues to experience a strong growth rate, with 97,800 residents anticipated to be living here in 40,700 dwellings by the year 2021 and up towards 105,000-115,000 by the year 2031
  • Future development of ‘Keralup’, the southern areas of the City of Rockingham, and growth surrounding Pinjarra will see many people commuting into Mandurah in search of education, recreation, entertainment and jobs
  • Recent studies indicate that an additional 60,000 jobs are required within the district to cater for the local and regional population growth that is expected
  • Managing visitor numbers to Mandurah through identifying and protecting important locations for short stay accommodation and tourism activities
  • Ongoing growth of Mandurah needs to be balanced with protecting and retaining remnant bushland
  • Protection of the Peel-Harvey Estuary, Lake Clifton, and Goegrup Lake all of which are listed as Ramsar wetlands of international significance.
