Lodging an Objection with the City
To submit an objection to the City, send the completed form to [email protected] or City of Mandurah, 3 Peel Street, Mandurah WA 6210 within 28 days of the decision being made.
If submitted after 28 days, the City cannot accept the objection.
Review Through the State Administrative Tribunal (SAT)
SAT is an independent tribunal that can review certain local government decisions. Different application types have different time limits and processes.
Reviews under the Local Government Act 1995 (Part 9, Division 1)
- What SAT can do:
SAT can review certain decisions made by local governments under the Act and applicable regulations or local laws. - Time limits:
Strict time limits apply. Applications are generally due within 42 days of the decision, unless a different timeframe applies to your matter. - Possible outcomes:
SAT may affirm (uphold), vary (change), or set aside and substitute the decision, or refer the matter back to the decision‑maker with directions.

Reviews of Other Local Government Decisions
SAT also has jurisdiction to review decisions made under various Acts, including (but not limited to):
- Dog Act 1976 and Dog Regulations 2012 (e.g., dangerous dog declarations, infringements)
- Cat Act 2011 and Cat (Uniform Local Provisions) Regulations 2013
- Health (Miscellaneous Provisions) Act 1911 (public health‑related local decisions)
- Graffiti Vandalism Act 2016 (notices and decisions regarding graffiti)
- Notices to owners/occupiers relating to local government purposes (e.g., obstructions, fencing)
- Rating matters, including objections to a rate record or imposition of a rate or service charge

- Withdraw the infringement; or
- Request an extension of time to pay.
