The City aims to ensure noise levels in the community do not negatively impact on people’s health and well being. We do this by checking that new developments are designed to minimise noise impact and responding to complaints from residents.

The City’s Noise Information Sheet provides further details of permitted noise levels and actions that may be taken for continued excessive noise.

Important information: Some types of noise cannot be investigated by the City such as vehicles on roads, antisocial behaviour (ie screaming and yelling) and wild animals.

Construction noise:

Noise from construction work is allowed from 7:00am – 7:00pm Monday - Saturday only (unless a permit to operate outside these hours is allocated by the City).

Domestic equipment:

Domestic equipment can be used between
7:00am – 7:00pm Monday to Saturday
9:00am – 7:00pm Sundays/public holidays.

  • Lawnmowers, chainsaws, power tools etc can be used for a maximum of two hours in any day.
  • Musical instruments can be used for a maximum of one hour in any day.

Common noise issues

Neighbours are encouraged to speak to dog owners if they are concerned about excessive barking.

If the barking continues to be unreasonable, residents are encouraged to contact Ranger Services who will provide a Nuisance Dog Pack. Included within the Nuisance Dog Pack is a ‘Bark Card’; a Nuisance Dog Complaint completion guide; a Nuisance Dog Diary and a Form 7 Nuisance Barking Dog Complaint.

Initially you may wish to use the ‘Bark Card’ which allows you to anonymously make your neighbour aware that you are affected by their dog(s) behaviour.

If you feel that the Bark Card has not improved the situation or you would like the City to investigate without using the Bark Card you will be required to complete a Dog Nuisance Diary.

The Diary must be completed over (7) seven days noting each time you are affected by the dog nuisance.

To formally request the City of Mandurah investigate the nuisance, please ensure you have provided the following:

  • Form 7 complaint as to a nuisance dog

  • 7 (seven) day nuisance diary

  • Any other evidence to substantiate the complaint.

Once complete, return to Ranger Services either by email to ranger.admin@mandurah.wa.gov.au or in person at one of the below locations

  • City of Mandurah - 3 Peel Street, Mandurah, 8.15am - 4.30pm Monday to Friday.
  • Falcon eLibrary - corner of Flavia Street and Cobblers Street, Falcon, 9.00am - 5.00pm Monday to Friday.  

When Ranger Services have received your completed Dog Nuisance Pack, a Ranger will review the information and evidence provided and contact you to discuss the next steps

What to do if you are being affected by noise in your neighbourhood

In many cases people that are causing a noise problem are unaware of the impact to their neighbours. If you are being affected by noise pollution it is recommended that you approach the person causing the problem as this often resolves the issue and helps with maintaining a good relationship with your neighbour.

If this is not successful, you can lodge a noise service request to the City’s Health team to investigate and help you resolve the issue.

The Police can also assist for noise pollution that occurs outside normal business hours such as late night parties and stereo noise.
